UPDATE (December 3, 2020): The proposed Bylaws amendment as detailed below was voted on and approved by members at the General Membership Meeting on December 3, 2020.
November 19, 2020 — The San Antonio Board of REALTORS® (“SABOR”) at the General Membership Meeting to be held on December 3, 2020, at 9:00 a.m. via Zoom will submit for a vote the following proposed bylaws adoption.
Recommend that the Bylaws be amended by adopting language to clarify that SABOR has the authority to create REALTOR® councils. The proposed change would be as follows:
Council Formation: The Board of Directors may, at its discretion, authorize the formation and existence of Councils. A Council is a sub-group of the Board’s membership within a geographic area of the Board that is not under a separate charter or jurisdiction of another local association of the National Association of REALTORS®. Councils shall continue to exist only upon the approval of the Board of Directors and must adhere to the rules established by the Board of Directors; that may from time to time be amended.
Council Purpose: The purpose of a REALTOR® Council of the Board is to foster a sense of community with those members of the Board that are engaged in the real estate profession in a ‘unique’ geographic area. Each Council shall provide networking, advocacy, and community service opportunities to its members.
Council Name: The official name of a REALTOR® Council will be identified by the geographical area of the Council in addition to the San Antonio Board of REALTORS®. (Example: ________ Council of REALTORS® a Division of the San Antonio Board of REALTORS®.)
Council Structure: Notwithstanding anything to the contrary, REALTOR® Councils shall, at all times, be subject to the bylaws of the Board. The Council structure, including leadership shall be established in a format subject to the approval of the Board of Directors. The Board’s elected officers and CEO will review the activities of the Council to determine that they are in compliance with the bylaws and policies of the Board. If authorized by the Board of Directors, each REALTOR® Council may elect Council leadership, in accordance with terms established in the Board’s Operations Manual. Service on REALTOR® Council leadership shall be considered service on a Board Committee for purposes of leadership opportunities within and on behalf of the Board.
